Nope, it’s true. It’s just that you cannot reply on posts that were created before replies were reinstated.
I suspect that if the creator of a post has their reply permissions set to something other than ‘everyone,’ then you also get no reply option unless you are a follower of theirs or, in the most exclusionary case, they are a follower of you.
