I feel like this is after Bucky falls from the train, Steve goes some place where he won’t be seen, because he’s Captain America – he can’t be seen to have lost hope. That would crush troop morale.
On a side note these 2 pictures are kind of soothing to me – the first is like a deep breath in and the second is letting it out. I can see Steve just deflating with that breath, Peggy finds him and together they return to the camp.
