No, they actually are liars. They have admitted to it straight-up. They deliberately make stuff up and talk crap (even going so far as to film misleading scenes they don’t plan to use in order to fuel speculation) so that you can’t be sure what to expect next from the show.
Depending on your personal orientation, this is either all part of the fun, or yet another thing for which Steven Moffat needs to be muzzled.
