All the FCC has to do is deem Verizon Communications a common-carrier telecom company, not a data processor
For anybody’s who’s wondering how that net neutrality issue could even exist in a country like the US.
Short version: The FCC did a very stupid thing in 2002 and has yet to get off its ass to undo it. Basically all the petitions that are going around are howling at the FCC to finally find its ‘nads and step up.
