I think there is one or two steps further needed. There needs to be a romantic demonstration. The “i love you’s” can be too easily played off as friendship. I think there needs to be that romantic confirmation and then a physical one. Even if the physical confirmation is a one off comment about sex, or just them holding hand, or as you say a simple kiss.
